What version of ACF are you using?
Do you have any other location rules set for the group? They may be causing the group to show. If you do, what are the other rules.
It could also be a JavaScript conflict, or there could be a PHP error during the AJAX request. See of you’re getting any JS errors. Turn on debugging and logging and check your logs to see of there are any PHP errors during the AJAX https://codex.wordpress.org/WP_DEBUG
Also, try deactivating other plugins to see if that clears things up so that we can narrow down what might be causing it.
