No. WP does not store information in the meta or options tables about when a value was updated. If this is information you need then you’ll need to save it yourself. You could do this by creating an acf/save_post action https://www.advancedcustomfields.com/resources/acfsave_post/ that fires before acf saves the values (priority < 10). Get the old values and compare them to the new values to see if they’ve changed and if they have store the time somewhere, possibly in another field.
