Can you submit a bug report here https://support.advancedcustomfields.com/new-ticket/, I think that this is a known issue with ACF4, but a search for “acf add new category button hidden by tab” didn’t turn up anything. Although it may have been reported here https://github.com/elliotcondon/acf/issues.
