You need to use the get_sub_field()
function after the the_row()
function. I think it should be like this (you don’t need to pass the post ID to the get_sub_field()
anymore):

<?php if( have_rows('repeater', 691) ): ?>
<?php while( have_rows('repeater', 691) ): the_row(); ?>
