Is blog.php something used by your theme? If not then I that file is not the right one to be editing. Unless it’s something new there is not blog.php. Take a look at https://developer.wordpress.org/themes/basics/template-hierarchy/ there is an image on that page that will tell you what file is loaded for the blog depending on your WP setup.
