I had the same issue when trying to re-create the testimonial sample found on https://www.advancedcustomfields.com/resources/blocks/.
The solution for me ironically, was found in your blog link. Specifically the section regarding location rules:
“From the location rules, use the “Block” rule to select your newly registered block type.”
