Try this with the first (PHP) solution (replace the setlocale line):

setlocale (LC_ALL, 'fr-FR.utf8','fra');

There’s a bunch of locale codes … the top one works, but here’s a big discussion on this topic: Zut alors! Mon dieu! 🙂
