yeah I think you can if you put your css inline and something like that in you loop:
$percent_value = get_field("numeric_value");
echo ' <div style="height: ' . $percent_value . '%" > ... </div>';
I didn’t test it but it should work.
I think this example could be perfected including the % sign directly on the $percent_value
