I created an option page, and attached a single repeater field to it.
The field is called “climate_partners” and has two rows within it.
When I call get_field(‘climate_partners’,’options’), it returns the number 2, which is the string in the database field for wp_options>options_climate_partners
I’ve never had this problem before. Curious if there is a clear reason why the get_field function would be returning a string instead of building and returning the array?

I am experiencing the same issue.
ACF 5.3.2 is not returning arrays or URLs for file and image fields. Probably all fields where an output can be chosen – and simply returns the ID as a string.
EDIT: I have opened a bug report to increase visibility for this issue.
@noahkuhn, what version of ACF are you using?
I posted in the bug report topic posted by @drunkrocketeer http://support.advancedcustomfields.com/forums/topic/acf-returning-id-as-string-instead-of-an-array/. I am not seeing this on my test site with 5.3.2.2 (latest version). But I have not tested with ACF4.
